: Notwithstanding anything contained elsewhere in this Act, the following persons shall be deemed to be disqualified from being candidates for election:-
(a) Not qualified under section 11,
(b) being employed by the Government of Nepal, the State Government or the local level or in an organization owned or controlled by the Government of Nepal, the State Government or the local level or receiving remuneration from the Government of Nepal, the State Government or the local level,
(c) Not having paid for two years from the date of serving such punishment after being punished according to the prevailing laws related to elections,
(d) Convicted for corruption, extortion, human trafficking and trafficking, sale, distribution and exportation or importation of narcotic drugs, money laundering, passport misuse, kidnapping or any other criminal offense showing moral turpitude or imprisonment for life, twenty years or more Such a decision is final after receiving a prison sentence of more than
(e) having been sentenced to imprisonment for an offense related to organized crime or sentenced to imprisonment for less than twenty years for an offense related to life on duty, six years have not completed from the date of serving such sentence,
(f) Sentenced to imprisonment for crimes related to caste discrimination and untouchability, witchcraft or polygamy, not having completed three years from the date of serving such sentence,
(g) For offenses other than those mentioned in clauses (d) and (e), having been sentenced to imprisonment for five years or more, six years have not been completed from the date of payment of such sentence,
(h) For being blacklisted in accordance with prevailing law, throughout the said period,
(i)  for imprisonment throughout the period of imprisonment,
(j) Mental balance is not right.
